On February 19th, 1967, a district is inaugurated to Vitry: the district Balzac. These 923 apartments, in new bars of buildings, come to answer the striking needs of housing when we still find shanty towns in suburb of Paris. Forty years later, the district is considered dilapidated, suffers from a bad image and shows a record unemployment rate in the department. The restructuring is on the march. Near half a century of history which will faint in dust. Anas Touil moved into the district in the 1960s. ” In this period, it was new. I lived in Paris in a two-room apartment ; there, I was able to move into a four-room apartment. ” Today pensioned off, the octogenarian saw the district being transformed into forty years. ” The district changed 100 %, he exclaims. Sometimes, during the holidays, I had nine keys to be guarded at home. ” Tomorrow, the district Balzac will never have the same face. ” That is going to make a disorientation, it is sure ” slide the old man with a touch of nostalgia in the voice.
